What personnel are required to run a moderate complexity laboratory? We have a physician in the group that will be the lab director.

There are four different personnel requirements that must be met.  If your physician has no lab experience he/she can take 20 hours of training (offered on the web) to qualify for the Lab Director but the physician would still need one year experience associated with a moderate complexity lab to qualify as the Technical Consultant.  This requirement can be met by having an outside Technical Consultant which could come from a Medical Technologist from a local lab or from a consultant during the labs first year.  The physician would qualify as the Clinical Consultant.  Testing Personnel are required to be a minimum of a high school graduate with documented training (usually provided by the instrument manufacturer for each of the analyzers in the lab).
