What is the requirement for having manuals in the lab? Can package inserts alone be used in place of a procedure manual?

There are numerous manuals required for the laboratory. I have attached a section of TLC's Laboratory Standard Operating Procedure (SOP) that should answer your question. To answer your specific question about whether package inserts can be used as a procedure manual the answer is no, package inserts alone can not be used as your procedure manual. As discussed in the attachment the package insert can be used in conjunction with manufacturer's instrument operator's manuals as supplements to other written procedures.
